Sweden’s new 2026 citizenship law: what changed?

Translated from the Arabic original. Read in Arabic

In 2026 Sweden made its biggest change to citizenship law in decades. The new law, "Skärpta krav för svenskt medborgarskap" (stricter requirements for Swedish citizenship), took effect on 6 June 2026 and directly affects thousands of people who had planned to apply after five years of residence.

Residence: from 5 to 8 years

The main rule is now 8 years of residence in Sweden instead of 5. People who were close to completing five years may face extra waiting. How the rule applies to applications filed before or after the change is governed by transitional provisions, so check your specific situation on the Swedish Migration Agency (Migrationsverket) website before applying.

The civics test

The law introduces a test of knowledge of Swedish society (samhällskunskapsprov), run by the Swedish Council for Higher Education (UHR). It covers several areas of Swedish society, its democratic system, and individuals’ rights and duties. The first session was held on 15 August 2026 in Stockholm.

The Swedish language test

Proof of Swedish language skills is now also required, through a separate test of your ability to use Swedish in everyday life.

Self-sufficiency

The law adds a requirement to be able to support yourself (försörjning). Relying on social assistance can affect eligibility. The precise details, such as which income counts and for how long, are set by regulations and Migration Agency practice.

Good conduct

The requirement of honest and respectable conduct (hederligt och ansedd) has been tightened and covers your conduct in Sweden and abroad. Criminal records, unpaid debts and other factors can affect the decision.

What to do now

Work out your period of residence accurately from the date you were entered in the population register. Start learning Swedish seriously if you have not already, because it is now a condition for citizenship. Follow the UHR website for civics test dates and registration. Keep a clean financial and legal record. If your case is complicated, for example refugees, stateless people and children, get advice from a reliable advisory service, because some groups may be covered by different rules.

Worked example

Someone entered in the Swedish population register in 2021 would have met the residence requirement in 2026 under the old rule. Under the new main rule of 8 years, that becomes 2029, together with passing the civics and language tests and meeting the self-sufficiency and conduct requirements. If this is your situation, the remaining years are a good opportunity to prepare for both tests and build a stable income rather than waiting for the eligibility date unprepared.
